Data Integration Issues in Municipal Smart City Platforms

Abstract
Smart city platforms aim to integrate transportation, environmental monitoring, public safety, and administrative services into unified information systems. In practice, fragmentation across departments often limits interoperability. This paper presents a case study of a municipal smart city platform developed for a medium-sized coastal city. Data interfaces from 17 government departments were examined, revealing inconsistencies in metadata standards, update cycles, and access policies. Several integration mechanisms, including unified data catalogs and service registries, were introduced to improve cross-department collaboration. Although data accessibility improved, organizational coordination remained a significant barrier.
